The original idea behind the glow tape on the back goes all the way back to at least the 50s when rangers sometimes wore large white patches on the back of their soft covers to not lose each other during night marches. In the 1970s/80s, this changed to glow-in-the-dark tape squares. You can't really see these at any huge distance, but it glows bright enough to not lose your squad in the dark if you don't have NODs at about 5 meters. If you are a baller and have NODs, this is so the other dudes don't forget how cool you are with your NODs.
